Applications are open now for 2nd Call for Project Development Assistance (PDA) – Up to 13 PDAs to be awarded to Hydrogen Valleys
The Clean Hydrogen Partnership has opened today the second Call for Applications for Project Development Assistance (PDA) for Hydrogen Valleys.
The PDA support represents a unique opportunity to advance Hydrogen Valleys in commercial, technical, regulatory and valley governance aspects towards the Final Investment Decision (FID). The PDA services will be carried out by the consulting firm Roland Berger with its technical subcontractor Worley and consist of tailored expert assistance free of charge to advance Hydrogen Valleys.
What is offered: Tailored expert assistance free of charge for up to 13 eligible Hydrogen Valleys in three programme lines:
- Up to 4 PDA light (6 weeks) for Hydrogen Valleys in EU Member States or countries associated to Horizon Europe: Support for early-stage projects to build a pre-feasibility project concept
- Up to 4 PDA light (6 weeks) for Hydrogen Valleys in EU 13 Member States: Support for early-stage projects to build a pre-feasibility project concept
- Up to 5 PDA plus (12 weeks) for Hydrogen Valleys in EU Member States or countries associated to Horizon Europe: Modular assistance to advance more mature projects towards FID, including a detailed feasibility roadmap
Who can apply: Coordinating authorities/organizations or Hydrogen Valley project developers
When to apply: Apply as of now until the submission deadline on 26 June 2026

Virtual info days on the benefits, eligibility and the application process will be held by mid-May. More information incl. Registration details will be announced soon. The application process is explicitly designed to be low-effort and can be completed in a very short amount of time: The application documents to be handed in consist of a compilation of existing documents and the completion of a short application form.
