Hydrogen Valleys Facility milestone: Project Development Assistance delivered for 15 Valleys across Europe - 2nd Call for Applications opening by end of April ‘26

From November 2025 to February 2026, the first wave of 15 Hydrogen Valleys received tailored Project Development Assistance (PDA) under the Clean Hydrogen JU’s Hydrogen Valleys Facility.

This first group reflects the full spectrum of hydrogen valley initiatives currently advancing across Europe, covering different maturity levels and geographies.

 

Scope and distribution of support

The 15 supported projects span 8 EU Member States and 3 countries associated to Horizon Europe. Depending on project maturity, beneficiaries received support under two PDA tracks.

PDA light (6 weeks): Support for 9 early-stage projects to build a detailed pre-feasibility project concept.

Areas of support and project advancement

The tailored PDA support provided by the PDA Service Consultants Roland Berger and Worley addressed commercial, technical, regulatory and governance dimensions. Tailored PDA services included:

  • Assessing hydrogen market demand and pricing as well as developing effective go-to-market and offtake strategies
  • Optimising techno-economic assumptions and refining CAPEX/OPEX structures
  • Understanding regulatory requirements, including certification, RED III and EU ETS implications
  • Setting up effective project governance and project milestone planning 

Across the PDA project portfolio, the support translated into tangible progress. Among other impacts, projects reported:

  • Improved investor readiness 
  • Strengthened business cases on both cost and revenue sides
  • Advancements in offtaker discussions

What’s next? PDA Case Studies and 2nd Call for Applications

The delivery of the first PDA wave marks an important milestone, but it is only the beginning.

The 2nd Call for Applications for PDA support will launch by end of April based on which up to 13 PDAs will be awarded. The upcoming Call for Applications will provide new opportunities for Hydrogen Valleys seeking structured expert support to advance towards implementation and FID. More information will follow soon under pda.h2v.eu. 

In the coming weeks, more details on the 15 Hydrogen Valleys that received support including a series of PDA mini case studies will be published, highlighting the evolution of individual projects and drawing broader lessons for the European hydrogen ecosystem.

 

About the H2V Facility

The PDA support is one of the pillars of the Hydrogen Valleys Facility.

Funded by the Clean Hydrogen Partnership, the H2V Facility aims to accelerate Hydrogen Valleys toward FID and support the European Commission’s target of having 50 valleys operational or under construction in the EU by 2030. Roland Berger, together with consortium partners Worley and Inycom, was mandated by the Clean Hydrogen Partnership to set up and implement this five-year initiative.

Since May 2025, the H2V Facility provides dedicated non-financial support through three pillars: 

  1. Project Development Assistance (PDA) supports Hydrogen Valleys from idea to concept (PDA light) and from concept to feasibility and eventually FID (PDA plus).

  2. The H2V Knowledge Centre serves as a self-service and interaction platform for the broader hydrogen community, offering content, knowledge products, and exchange formats on best practices at different project maturity levels.

  3. The H2V Platform that features Hydrogen Valleys will be enhanced with new technical and content features to address the evolving needs of Hydrogen Valleys.
