Project Development Assistance (PDA) begins for 13 Hydrogen Valleys
The selected Hydrogen Valleys are located across 12 countries, covering 10 EU Member States and 2 countries associated with Horizon Europe.
The Project Development Assistance programme is divided into two tracks:
- PDA light (6 weeks): Early-stage projects receive support to develop robust pre-feasibility concepts and strengthen project foundations.
- PDA plus (12 weeks): More advanced projects receive modular support to advance feasibility activities and prepare a roadmap towards FID.
The PDA light programme comprises two cohorts, with the first starting on 7 September 2026 and the second in October 2026.
About the H2V Facility
The Hydrogen Valleys Facility, funded by the Clean Hydrogen Partnership, aims to accelerate the development of Hydrogen Valleys in Europe and contribute to the European Commission's objective of having 50 Hydrogen Valleys operational or under construction by 2030.
The initiative provides support through three pillars:
- Project Development Assistance (PDA) – Tailored expert support from idea stage to feasibility and Final Investment Decision (FID)
- H2V Knowledge Centre – A platform providing knowledge products, webinars and practical guidance for Hydrogen Valley development
- H2V platform – A global collaboration and visibility platform for Hydrogen Valley projects and stakeholders
A further Call for Applications for PDA support is currently foreseen for 2027.
